Regulatory Program Manager - Volcker, FATCA/CRS

About the role

Scotiabank is looking for a Regulatory Program Manager to work within Regulatory Operations & Controls under Global Regulatory Operations and Internal Controls in the GBS Dominican Republic. The role ensures that the Volcker Rule, FATCA and CRS are properly executed across the Caribbean region, in line with governing regulations, internal policies and procedures.

Key responsibilities

• Volcker: coordinate with front and back office on the implementation of the Volcker compliance program in assigned jurisdictions, and handle breach identification, escalation and resolution
• Coordinate with business lines on the Desk Operating Plan, Annual Desk Assessment and US touch points, and monitor front-office Volcker requirements (internal controls, recordkeeping, training, metrics)
• Prepare consolidated control assessment reports for stakeholders and senior management, escalate exceptions, and support Volcker audit requests and follow-up
• FATCA/CRS: oversee the day-to-day implementation of the FATCA/CRS operating model, support remediation and certification, and oversee reporting and submission to regulators
• Communicate regulatory changes, develop training materials, and collaborate with Internal Audit teams on local compliance
• Monitor EUC tools outside the enterprise-grade IT control environment and implement the framework for managing the required controls

Required profile

• University degree in a business or legal-related field; a relevant master's degree is desirable
• At least 3 years of professional experience in finance or consulting, preferably in wealth management, capital markets or compliance
• Good knowledge of bank regulations, policies, procedures and operations
• Excellent interpersonal and communication skills, able to influence without authority

• Knowledge of banking operations, operational risk, regulatory risk, compliance and internal control principles
• Ability to analyse, plan, schedule, prioritise and manage multiple stakeholders
