Health Officer – Emergency Appeal Support

About the role

The Health Officer will support the Country Cluster Delegation for Cuba, Dominican Republic and Haiti, focusing on the Emergency Appeal Hurricane Melissa and DG‑ECHO funding. Reporting to the IFRC Head of Country Cluster Delegation, the role provides technical health support across emergencies, preparedness and community health programmes.

Key responsibilities

• Monitor epidemiological trends, outbreaks and health risk profiles and advise on emergency health interventions.
• Contribute to risk and readiness assessments, including epidemic/pandemic and climate‑related health risks.
• Support the design, implementation and monitoring of health operations in emergencies, such as DREFs, vaccination campaigns and infection‑prevention measures.
• Assist National Societies in developing community health programmes, health promotion tools and resilience plans.
• Provide technical guidance for the DG‑ECHO HIP funding project in Cuba, strengthening access to essential health services for vulnerable populations.

Required profile

• Experience in public health, emergency health response or related fields, with ability to provide technical supervision to country‑level health staff.
• Strong coordination skills to work with regional teams, National Societies and external partners such as UN agencies.
• Ability to develop training materials, facilitate trainings and support capacity‑building initiatives.
