Country Representative – Dominican Republic (Contractor)

About the role

The IGNITE program, funded by Global Affairs Canada and delivered by Catalyse+, seeks a Country Representative to lead its activities in the Dominican Republic. Based in Santo Domingo, the Representative will act as the primary in‑country focal point, driving stakeholder engagement and overseeing technical assistance assignments.

Key responsibilities

• Lead consultations with public institutions, private sector groups, development partners and Canadian missions to identify priorities and technical assistance needs.
• Design and coordinate assignment work plans in line with program strategy and donor requirements.
• Serve as the main liaison for local partners throughout the assignment cycle, ensuring timely communication and problem resolution.
• Support recruitment, deployment and logistical arrangements for Catalyse+ Advisors and consultants.
• Provide guidance to Advisors and consultants on work plan development and implementation.
• Assist with program activities in secondary countries (Panama and Cuba) as needed.

Required profile

• Proven experience in program management or country‑level coordination for development or international assistance initiatives.
• Strong network and ability to build relationships with government agencies, business associations and development partners.
• Excellent communication and stakeholder‑engagement skills.
• Ability to work independently on‑site in Santo Domingo and travel within the region when required.
