About the role

FHI 360 is seeking a qualified consultant or consulting firm to provide technical assistance in designing a comprehensive organizational structure for the Directorate of Transmissible Diseases of the Dominican Republic Ministry of Health. The assignment supports the Global Health Security (GHS) program’s goal of strengthening national capacity to prevent, detect and respond to infectious disease threats.

Key responsibilities

• Analyze current institutional arrangements and functional mandates of the Directorate.
• Develop a full organizational model that integrates surveillance, prevention, control and outbreak response functions.
• Align the proposed structure with the Ministry of Public Administration (MAP) guidelines and the “One Health” approach.
• Prepare detailed organizational manuals, role descriptions and governance procedures.
• Present recommendations to Ministry officials and incorporate feedback.

Required profile

• Proven experience in organizational design and institutional strengthening within the health sector.
• Familiarity with public‑sector management processes and MAP regulations.
• Knowledge of the “One Health” framework and international best practices for disease surveillance.
• Ability to work with government stakeholders in the Dominican Republic.
