Deputy Head of Legal Department

About the role

Viettel Dominicana, a new mobile network operator and subsidiary of Viettel Group, is in its pre-commercial launch phase in the Dominican Republic. As Deputy Head of the Legal Department, you will work closely with the Head of Legal to build the legal framework of a national telecom operator from the ground up, covering licensing, contracts, corporate governance, legal compliance and risk management.

Key responsibilities

• Ensure compliance with the General Telecommunications Law (Law No. 153-98) and INDOTEL regulations on licensing, spectrum, interconnection, quality of service and consumer protection; prepare licence applications and periodic reports to INDOTEL.
• Draft, review and negotiate commercial contracts (interconnection, roaming, leases, supplier and distribution agreements); maintain bilingual Spanish-English contract templates and a contract repository.
• Review contracts, payment documents and outgoing correspondence before approval; handle legal claims and disputes, and advise HR on labour matters and the Infrastructure Department on site leases and permits.
• Monitor legislation changes, including personal data protection, and advise the Board of Directors.
• Develop corporate governance policies, work with Risk Management on controls, coach and evaluate specialists, and act on behalf of the Head of Legal when authorised.
• Prepare weekly and monthly legal risk reports.

Required profile

• Bachelor's degree in Law with a valid licence to practise in the Dominican Republic.
• At least 7 years of legal experience, including a minimum of 3 years in a managerial or leadership role in corporate legal affairs.
• Strong knowledge of the General Telecommunications Law, corporate law, contract law and the Labour Code (Law No. 16-92).
• Fluent Spanish and strong English; proven ability to draft, review and negotiate contracts in both languages.
• Willingness to travel to different provinces in the Dominican Republic.

Nice to have

• Experience in telecommunications regulation or other highly regulated sectors (energy, banking, utilities).
• Postgraduate degree in Business Law, Commercial Law or International Trade Law.
• Experience in risk management, compliance or internal control in a multinational.
