Technical Director – EU-LAC Cyber‑SHIELD

About the role

Expertise France is seeking a Technical Director to lead the EU‑LAC Cyber‑SHIELD project. Reporting to the Team Leader and working closely with headquarters, you will define the project strategy and ensure alignment with its three core objectives across all components.

Key responsibilities

• Coordinate overall project implementation and ensure coherence among the three components.
• Advise on strategic, technical and political direction of the programme.
• Support the definition and revision of thematic work plans to align with project goals and partner engagement.
• Facilitate information‑sharing and coordination between components and external stakeholders (EU, EF, FIAP, other EU agencies).
• Assist the Team Leader in hiring processes for Knowledge Experts and short‑term experts.
• Represent the programme institutionally in LAC security and policy dialogues.
• Organise and support Steering Committee meetings and produce monthly, activity and mission reports with strategic insights.
• Maintain regular communication with Expertise France headquarters and prepare donor reporting and evaluation exercises.
• Contribute to long‑term strategic anchoring of the project in the LAC region.

Required profile

• Senior‑level professional with proven experience in managing large‑scale international technical projects.
• Results‑oriented with strong attention to detail and demand‑based planning skills.
• Ability to develop strategy, manage processes, and oversee cooperation arrangements.
• Experience in project steering, innovation, learning and knowledge management.
• Comfortable engaging high‑level stakeholders at local, regional and international levels.
