Protection Response Officer – Assisted Voluntary Return

About the role

The International Organization for Migration (IOM) is seeking a Protection Response Officer to lead Assisted Voluntary Return (AVR) activities in the Santo Domingo office. The officer will work closely with the Chief of Mission, the Global AVR Programme, regional and headquarters units, as well as government and partner organisations to ensure safe and dignified return processes.

Key responsibilities

• Coordinate AVR operations with the Chief of Mission, Regional Office, Protection division and relevant IOM units.
• Conduct protection assessments for migrants and returnees, identifying risks and mitigation measures.
• Analyse operational settings, accessibility of shelter, legal frameworks and protection risks for vulnerable groups.
• Map key protection actors, referral pathways and safe environments in countries of origin.
• Develop and implement risk mitigation strategies and monitor their effectiveness.

Required profile

• Relevant higher‑education degree in migration, international relations, law, social sciences or a related field.
• Proven experience in protection, humanitarian assistance or migration management.
• Strong analytical skills and ability to produce assessment reports.
• Excellent communication and coordination abilities with diverse stakeholders.

Required skills

• Knowledge of international protection standards and AVR processes.
• Familiarity with legal frameworks governing migration and return.
• Ability to conduct risk assessments and develop mitigation plans.
