Recruiter for New Telecom Operator

About the role

Viettel Dominicana is launching a new mobile network in the Dominican Republic and needs a recruiter to build the entire hiring pipeline from scratch. You will define sourcing channels, selection standards, candidate experience, and employer branding for a greenfield operation.

Key responsibilities

• Run full‑cycle recruitment for assigned vacancies, from intake and job description to offer and contract signature.
• Screen and assess candidates using CV review, structured phone screens, and competency‑based interviews in English and Spanish.
• Coordinate interview panels, brief interviewers, consolidate feedback, and keep candidates informed.
• Prepare offers and compensation proposals with C&B, negotiate and manage acceptance.
• Maintain applicant tracking records and recruitment documentation for auditability.
• Build direct‑sourcing channels for the Dominican market and represent the company at job fairs, campus events, and social media.

Required profile

• Bachelor's degree in Human Resources, Psychology, Business Administration, Communication, or related field.
• Minimum 1.5 years of full‑time recruitment experience (in‑house or agency) with ownership of full‑cycle hiring.
• Hands‑on experience across intake, direct sourcing, structured assessment, offer negotiation, and onboarding.
• Professional working proficiency in English (preferred) and Spanish.
