Deputy Head of Infrastructure Department

About the role

Viettel Group is looking for a Deputy Head of its Infrastructure Department in Santo Domingo, Dominican Republic. The role covers site acquisition, permitting, planning and delivery of telecom infrastructure, and facilities management, and acts as deputy to the Head of Infrastructure.

Key responsibilities

• Acquire sites and negotiate infrastructure-sharing agreements with TowerCos and other operators, and maintain the site database.
• Obtain construction and environmental permits, rights of way and power supply arrangements.
• Plan and design sites, approve technical drawings, extract bills of quantities and prepare cost estimates within budget.
• Manage contractors end to end, supervise construction quality and compliance with standards and KPIs.
• Lease, refurbish and manage offices, warehouses and retail stores, resolve community and landlord complaints, and report weekly on site progress.

Required profile

• Bachelor's degree in Civil Engineering, Electronics & Telecommunications, Electrical Engineering or Architecture.
• At least 7 years in site acquisition, construction permitting or telecom infrastructure deployment, including 3 years in a management role.
• Solid knowledge of construction and environmental permitting in the Dominican Republic.
• Fully fluent Spanish and good professional English; strong negotiation skills and integrity in lease transactions.
• Valid driving licence and readiness to travel frequently.

Required skills

• AutoCAD and structural analysis software (SAP2000, ETABS)
• Working knowledge of GIS and Google Earth
• Nice to have: experience at Viettel Group or another mobile operator/tower company, hands-on site acquisition and permitting in the Dominican Republic, and knowledge of earthing, lightning protection, power systems and occupational safety standards.

• Salary of 130,000 to 210,000 DOP per month, negotiable.
