About the role

We are seeking a dynamic consultant in Development Effectiveness and Operations Management to provide strategic, technical and operational support to project teams, enhancing the quality of design, execution and closure of operations in line with institutional priorities.

Key responsibilities

• Review and strengthen project documents, including Project Design Documents (PDDs) and technical cooperation agreements, ensuring technical quality and consistency.
• Assess and improve theories of change, results matrices and indicators to promote sound intervention logic and results measurement.
• Contribute to the evaluability of operations and alignment with development effectiveness standards.
• Participate in corporate quality and approval processes, including SPD and OVE reviews.
• Provide technical assistance to project teams throughout design, review and approval stages.
• Support monitoring of ongoing operations, preparing and reviewing Progress Monitoring Reports (PMRs).
• Identify risks, bottlenecks and improvement opportunities, proposing adjustments to enhance performance and results.
• Assist in preparing and reviewing Project Completion Reports (PCRs) and in result re‑evaluation analyses.
• Systematize evidence, results and lessons learned to strengthen knowledge management and promote best practices.
• Facilitate coordination between operational teams and corporate units and support strategic division initiatives related to development effectiveness.

Required profile

• Master’s or Bachelor’s degree (or equivalent advanced degree) in economics, public policy, statistics or related fields.
• Minimum five years of progressive experience in projects funded by multilateral agencies or the public sector.
• Fluent in Spanish and English (written and spoken); additional knowledge of French and Portuguese is preferred.
• Citizenship of one of the 48 member countries of the organization.
